James City County is seeking sealed two-step bids from qualified Virginia-licensed contractors for the Ware Creek Manor – Ney Court Stabilization and Restoration Project. The project involves stabilizing and restoring approximately 285 linear feet of an intermittently flowing, heavily degraded channel characterized by severe erosion, large head cuts, bank slumps, and mass wasting. The design incorporates advanced erosion control measures such as energy dissipation structures, rock cascades, step pools, and stormwater conveyance systems based on natural channel design principles to elevate the channel and widen flood-prone areas. Additionally, the project aims to improve water quality, reduce sediment loads, and prevent vertical incision through bank stabilization, grade control, and the use of engineered soil media and vegetative uptake. Native plantings and bioengineering techniques will be implemented to enhance habitat and support upstream resource protection. The scope of work includes supervision, labor, materials, equipment, and all incidental work necessary to complete the project according to the contract documents, drawings, and specifications. A non-mandatory pre-bid conference is scheduled for April 24, 2024, at the James City County Library, with site walkings encouraged. Bidders are advised to submit questions by May 1, 2024, and an addendum will be issued accordingly. The response deadline for bids is May 21, 2024.
