Innovative Technology Solutions and Services for Child Welfare to Advance a Home for Every Child for the Department of Health and Human Services (HHS), Administration for Children & Families (ACF)
Solicitation # ACF-26-IS-01
The Administration for Children and Families under the Department of Health and Human Services is soliciting input through a sources-sought notice to identify innovative, modular, and interoperable technology solutions that support modernization of child welfare systems for Title IV-E agencies at the state, territorial, and tribal levels. The goal is to gather comprehensive information on the current vendor landscape, including capabilities, implementation approaches, and emerging innovations that can help jurisdictions plan, deploy, and sustain technology systems aimed at improving outcomes for children and families. This initiative is part of a broader effort to advance a home for every child by enhancing the efficiency, effectiveness, and scalability of child welfare technology infrastructure without prescribing specific products or services. The solicitation, numbered ACF-26-IS-01, was posted on August 5, 2026, with responses due by August 26, 2026, and is managed by the Omas Strategic Buying Center. Responses and inquiries must be submitted exclusively through designated online forms. While the resulting catalog will not function as a procurement tool or list of pre-approved vendors, it will serve as a transparent resource to help jurisdictions understand the full spectrum of available solutions, identify gaps in current technology offerings, and assess where vendors can best support their modernization goals. All activities are centered in Washington, D.C., with the point of contact for questions listed as Jan Welsh of the Department of Health and Human Services.

AI Contract Overview

PHSA is procuring Oracle Warehouse Management System as an integrated extension of its existing Oracle enterprise environment, which already includes Oracle Health, PeopleSoft, procurement systems, and CLMS capabilities supporting clinical, financial, and supply chain operations. The implementation will not operate as a standalone tool but will seamlessly connect warehouse functions—such as receiving, inventory management, and distribution—with existing systems through shared data structures, APIs, and security frameworks, ensuring a single source of truth for item master data, product attributes, and logistics information. This integration eliminates the need for custom middleware, reduces duplicate data entry, enhances auditability and traceability, and strengthens patient safety by improving warehouse accuracy across the enterprise. PHSA has opted to award this procurement directly to Oracle without a competitive process due to the technical and economic impossibility of switching suppliers, as interoperability with existing Oracle systems is critical and any alternative would result in substantial cost duplication or operational disruption. The decision is justified under applicable trade agreements that permit non-competitive procurement when continuity with existing infrastructure is required. Challenges to this approach must be submitted in writing by 2:00 PM Pacific Time on May 21st, 2026, to Elena del Muro, with all correspondence referencing File #PHSA-19114.

General Info

PHSA directly hires Oracle to integrate WMS with existing systems, ensuring seamless operations and avoiding costly disruptions.

We are procuring Oracle Warehouse Management System (WMS) as an extension of PHSA’s existing Oracle enterprise environment, not as a standalone warehouse tool. PHSA already uses Oracle based systems, including Oracle Health, formerly Cerner, PeopleSoft, procurement and CLMS capabilities, which support critical clinical, financial, procurement and supply chain operations. Oracle WMS will extend this environment into warehouse operations by enabling item master data, product lifecycle information, product attributes and logistics data to flow through receiving, inventory management, distribution and downstream clinical systems. Because it leverages existing Oracle integration frameworks, APIs, data structures and security controls, PHSA can maintain a single source of truth, reduce duplicate data entry, avoid custom middleware and reconciliation layers, and strengthen traceability, auditability, warehouse accuracy and patient safety controls. In accordance with applicable trade agreements PHSA, has chosen not to proceed with a competitive process for the following reason:for additional deliveries by the original supplier of goods or services that were not included in the initial procurement, if a change of supplier for such additional goods or services: cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services, or installations procured under the initial procurement; and would cause significant inconvenience or substantial duplication of costs for the procuring entity Suppliers who wish to challenge this decision should submit a detailed written objection for the attention of Elena del Muro, Category Buyer, IM/IT, PHSA Procurement, by email to elena.delmuro@phsa.ca before 2:00pm Pacific Time, May 21st 2026. PHSA will review any and all issues received by this date and provide due consideration to each objection. Please Reference File: # PHSA-19114 on all written correspondence.
