1. Requirement Description


The Government intends to request quotations directly from a limited number of responsible vendors via email.  This acquisitions will be conducted using simplified procedures for commercial products and commercial services  in accordance with Revolutionary FAR Overhaul (RFO) Part 12. Award will be made to the responsible vendor that best satisfies the Evaluation Criteria of this presolicitation.


2. Synopsis/Posting Requirements


This presolicitation is issued in accordance with FAR RFO 5.201–5.202 and FAR 12.202 (Publicizing). The action has been posted to the Government-wide point of entry (SAM.gov) and will remain posted for a minimum of 10 calendar days.

6. Solicitation (RFQ) Scope & Requirements


  • Scope Summary: The Puerto Rico Facility serves as a secure location for storing supplies and equipment that support APHIS mission in Puerto Rico and is a staging site for African Swine Fever mission in the Caribbean, The facility holds animal handling equipment (chutes, panels, gates), depopulation carbon dioxide cart, supply trailer, spray pump trailers, utility task vehicle, and supplies/equipment that cannot be shipped directly by vendors to overseas locations.
  • Vendor must provide 1600 SF of warehouse storage (inside and outside) for USDA-VS Fiops D1 PR for equipment for normal operations as well as emergency operations in the Caribbean area. Facility must be secure and not exposed to the public. Must have 24 hour security.
  • Contract Clauses: Request for Quote (RFQ) will include FAR provisions at 52.212‑1 through 52.212‑5 as prescribed in FAR RFO Part 12. All required clauses as prescribed in FAR RFO Part 12.
  • Evaluation Criteria: Factors include technical/capability and price, consistent with FAR 12.203.
