Solicitation 12639526Q0089 is a request for quotations from the USDA APHIS for diagnostic testing services targeting foreign and endemic animal diseases of high consequence. The requirement is for multiple single-award Indefinite Delivery Indefinite Quantity (IDIQ) contracts utilizing firm-fixed-price task orders. The total period of performance spans five one-year ordering periods from September 1, 2026, to August 31, 2031. Due to the critical nature of these services for national security and public health, competition is restricted to laboratories approved for membership in the National Animal Health Laboratory Network (NAHLN). These laboratories must maintain a quality system consistent with ISO 17025 standards and be accredited by the AAVLD or another recognized body. The scope of work includes a wide array of diagnostic assays, such as culture/isolation, immunoassay, and molecular services. Evaluation is based on best value, focusing on technical acceptability—specifically verified NAHLN membership—and fair and reasonable pricing. Offerors must submit pricing via a specific diagnostic services price list and provide a cover sheet with their SAM Unique Entity Identifier. Administrative requirements include electronic invoicing through the Invoice Processing Platform (IPP) and adherence to stringent federal anti-discrimination and security regulations. The acquisition is unrestricted and falls under NAICS code 541940 for Veterinary Services.
