Solicitation 140GG027Q0012 is a firm fixed price contract issued by the USGS Contracting Activity within the Department of the Interior for expert veterinary services. The primary objective is to support waterfowl research in the San Francisco Bay by surgically implanting GPS-GSM transmitters into up to 100 after second year male and female diving ducks and providing necessary postoperative care. These surgeries must be completed within 10 hours of capture, and the contractor is also responsible for collecting blood samples for contaminant analysis and advising support crews. Services will be performed at the Don Edwards National Wildlife Refuge in Newark, California, and the San Francisco Bay Estuary Field Station in Moffett Field, California. The contract consists of a base year from October 30, 2026, to October 29, 2027, with one option year extending to October 29, 2028. To be eligible, the veterinarian must be licensed in California and demonstrate the ability to independently perform diving duck implant surgery. Award decisions will be based on a tradeoff process where technical capability, experience, and past performance are collectively weighted approximately equal to price. Offerors must submit a signed SF-18, a firm fixed price quote, and technical documentation, including at least two references and personnel resumes, to Contracting Officer Anthony Berry.
