WARMER, BLOOD

The contract is for the procurement of 8 packages of single-use blood warmers, each containing five units, with the NSN 6515-01-723-0591. Each warmer is a lightweight, sterile device designed to rapidly heat stored blood or IV fluids from 2°C to 6°C to an infusion temperature of 38°C ±2°C within no more than 10 seconds, supporting a minimum flow rate of 150 mL/min when the input temperature is 5°C and output remains above 36°C. The device has a 3.5 mL priming volume, integrates adhesive tabs to secure it near the IV access site to minimize heat loss, and is compatible with standard IV sets while preventing kinking and heat loss through its tubing design. The warmers are intended for single-patient use but may remain on the patient for up to 72 hours, fit within standard medical first response bags, weigh 4.5 ounces each, and meet IP54 protection against dust and water ingress. The product must have a four-year shelf life, and no more than eight months may have elapsed from the date of manufacture to the date of delivery to the government. Packaging, marking, and labeling must adhere to MIL-STD-2073-1E, MIL-STD-129, and the Medical Marking Standard No. 1, with labels required to include the NSN, manufacturer name, CAGE code, date of manufacture, expiration date, and contract or lot number. Delivery is required within five days after award to the Naval Med Readiness Logistics Cmd, Williamsburg, VA 23185-5830, with FOB destination terms placing transport risk and responsibility with the contractor. The contract includes mandatory compliance with numerous Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement clauses covering employment equity, human trafficking, hazardous materials handling, cybersecurity safeguards, electronic payment submissions via WAWF, and prohibitions on certain foreign-supplied equipment. Contractors must provide accurate UEI and CAGE codes, affirm size status and socioeconomic certifications, and comply with all technical and quality requirements referenced from the DLA Master List of Technical and Quality Requirements. All proposals must be submitted electronically via DIBBS within a 19-page limit and by the response deadline of May 20, 2026, under a simplified acquisition process governed by deviation-modified FAR clauses.
