Wartsila Stern Seal Parts Contract

The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC), Long Range Enforcer Product Line (LREPL) will utilize other than full and open competition procedures under FAR Part 6.302 to award a firm, fixed-price, commercial indefinite delivery-indefinite quantity contract for the purchase of the following items: Stern Seal Major Overhaul Kits as per attached parts list. Stern Seal kits are used on multiple Coast Guard platforms. Wartsila is the original equipment manufacturer (OEM) and the only known source with the proprietary knowledge and technical data to provide these items to the Government. Therefore the Government intends to solicit and award a sole source contract to the OEM. Interested parties are invited to submit responses to this notice within fifteen calendar days from the date of this notice. Responses must include the following information: (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and performance characteristics) (2) data that the offered parts have been satisfactorily manufactured for the Government. This data must include sufficient information to allow the Government to evaluate the information relative to the above requirements. (3) proof that parts supplied will be genuine OEM parts, no substitute parts will be accepted. (4) references to equivalent type of work performed in the past five (5) years. Provide customer contract number, company or Point of Contact (POC) name and phone number. (5) company's business size and status (i.e. Small Disadvantaged Business, Small Disabled Veteran-Owned Small business, etc). If you are a small business, you must be an approved Small Business Administration (SBA) firm (including Mentor-Prot'g Joint Venture firms). All information shall be received at this email address no later than 4:00 p.m. Eastern Standard time on June 23, 2011 and shall reference HSCG40-11-R-31160 on both the email subject line and on the submitted documents. Information and materials submitted in response to this notice will not be returned. Classified material shall not be submitted. All responses shall include Company Name (including particular company business unit), Company Address, POC including name, phone number, fax number, email address. Also included shall be the following: Indicate whether your company (and specific business unit) is registered in Central Contractor Registration (CCR), www.ccr.gov. Indicate whether your company (and specific business unit) has completed annual representations and certifications in the Online Representations and Certifications Application (ORCA). Provide your business unit's DUNS Number. Provide your business unit's Cage Code. This notice is not a request for proposals. Any responses received before the deadline may be considered by the Government. Inquiries/information received after the established deadline shall not be considered for this acquisition. The submission of this data for review shall not impede award of this contract. The Government does not intend to pay for information solicited.
