The contract pertains to the procurement of 1,786 units of a Spring Tension Washer identified by NSN 5310-01-270-6369 and part number M12133/2-255, supplied to meet the technical standards of MIL-DTL-12133E(1) Supplement 1, Revision E dated September 18, 2025. The item is classified as a Critical Application Item requiring Critical Item Source Inspection, and all manufacturing and quality controls must align with the DLA Master List of Technical and Quality Requirements referenced by R and I numbers, including tailored higher-level quality requirements applicable to both manufacturers and non-manufacturers. Sampling must follow MIL-STD-1916 or ASQ H1331, Table 1, with zero non-conformances required for acceptance unless otherwise stipulated, and attributes must be assigned verification levels or AQLs as defined. Mercury and mercury compounds are strictly prohibited in the hardware, preservation, packaging, packing, and marking, except for functional use in specified items such as batteries, fluorescent lights, and weapon systems, with portable devices containing mercury requiring shockproof construction and a secondary containment boundary per NAVSEA 5100-003D. Delivery is FOB Origin with a 168-day lead time, and the item must be delivered by January 19, 2027, to the DLA Distribution facility in New Cumberland, Pennsylvania, with no variance allowed in quantity. Packaging must comply strictly with MIL-STD-2073-1E and DLA packaging requirements, including the use of preservation method 10, drying, and approved wrapping materials, while marking must adhere to MIL-STD-129 with no special marking required. Palletization must meet DLA standards, and the unit of issue is each (EA).
