Washougal Memorial Cemetery is an approximately 13-acre active cemetery established in the 1850s and acquired by the City in 1944. It is the resting place of nearly 4,000 people, including more than 500 veterans, and supports ongoing interments, visitation, maintenance, and commemorative events. A consultant prepared a conceptual site study in 2024 that evaluated potential locations, access, orientation, and preliminary memorial elements. The study identified a general development area and explored accessible parking and routes. The study will be provided as reference material and is not a final design or required solution. The selected consultant is expected to use verified prior information efficiently, identify items requiring confirmation, and retain responsibility for its professional work. The existing Veterans Memorial will remain in place as a separate feature. Relocation, alteration, reconstruction, or incorporation of the existing memorial into the new memorial is not part of this project. The City submitted required materials to the Washington State Department of Commerce and initiated tribal consultation under Executive Order 21-02 on August 18, 2026.
