The U.S. Department of Commerce’s National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division in Kansas City, intends to enter into a sole source contract with Waste Management Inc. to provide solid waste dumpster, collection, disposal, and recycling cart services at the Dr. Nancy Foster Florida Keys Environmental Complex located in Key West, Florida. The contract will cover a base year plus four one-year option periods. Despite a Sources Sought Notice posted in April 2015, no other vendors responded, leading to a sole source justification based on the fact that Waste Management Inc. holds the exclusive waste removal and recycling contract within the City of Key West, which encompasses the environmental complex. The contract requirements specify the provision of one four cubic yard solid waste dumpster to be collected weekly, along with six 32-gallon mixed recycling toters also collected weekly. The City of Key West Solid Waste Coordinator has confirmed Waste Management Inc.’s exclusive right to provide these services through 2020, supporting the sole source procurement. The acquisition falls under NAICS code 562111 and is managed by Contracting Officer Shelley Smith from NOAA’s Norfolk office.
