Sole Source Justification NOTICE OF INTENT TO AWARD A SOLE SOURCE This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. AIRSTA Elizabeth City intends to award a sole source award to Waste Industries USA LLC to furnish: Trash and recycling service to be picked up weekly at 2301 E. Fort Macon Rd Atlantic Beach, NC 28512 to include: One 40 cubic feet dumpster picked up twice a month Two 8 yard cardboard dumpsters picked up once a month Two 8 yard recycling dumpsters picked up once a month One cubic yard paper only dumpster picked up once a month And 11101 Terrell Horne III Way Emerald Isle, NC 28594 to include: Six cubic yard for trash emptied every other week 96 gallong cart for recyclables emptied weekly 108 cubic yard dumpster for cardboard emptied every 4 weeks (See attached J&A) This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000. Interested parties may identify their interests and capability to respond to this requirement by September 07 2021 at 11:00am Eastern Standard Time. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
