NYSERDA is seeking proposals for pilot-scale projects aimed at developing and demonstrating technologies that convert New York State waste streams—such as landfill gas, wastewater sludge, agricultural residues, and point-source CO2—into low-carbon fuels. The goal is to identify viable pathways to produce clean fuels capable of decarbonizing sectors that are difficult to electrify, including aviation, maritime, industry, and power generation. Selected projects should prove both the technical and economic feasibility of waste-based fuel production, enabling future investments and scaling of low-carbon fuels statewide. Proposals must involve pilot sites located within New York State, and while the proposing entities themselves do not have to be based in New York, they must be authorized to operate there. Each project team is expected to include a low-carbon fuel technology provider with intellectual property access, an engineering, procurement, and construction (EPC) firm, a local feedstock supplier, a host-site partner, and an offtake or end-use partner for validation and product testing. Eligible feedstocks must be sourced within the state, and fuels produced must meet qualifications outlined in the solicitation. Contract details do not specify term length and include no set-asides or subcontracting goals related to minority, women, service-disabled veterans, or disadvantaged business ownership. The deadline for submissions is January 22, 2026, and projects may be located in any county within New York State.
