Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. Such inquiries shall be directed to the Contracting Officer. 5352.242-9000 Contractor Access to Air Force Installations (August 2007) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or security police for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, current vehicle registration, and valid vehicle insurance certificate to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall comply with AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management. The Vertical Construction Multiple Award Contract (MAC) is an indefinite-delivery indefinite-quantity (IDIQ) vehicle established by the 341st Contracting Squadron to provide design-bid-build and design-build services for military renovation and construction projects. The scope primarily supports Malmstrom Air Force Base, including its Launch Facilities, Missile Alert Facilities, and Weapons Storage Area in Montana. Work includes the repair, renovation, alteration, and demolition of vertical structures and critical building systems such as HVAC, plumbing, electrical, and fire suppression. The contract is a total small business set-aside under NAICS code 236220, with an estimated overall ceiling of 99,999,999.99 and an aggregate capacity not exceeding 50,000,000. The government intends to award approximately eight contracts with individual task order values ranging from 2,000 to 3,000,000. The contract structure consists of a five-year initial ordering period with a two-year option, allowing for a total potential duration of seven years. An initial seed project is planned for the DSN/CSN Repair Bldg. 1082 HVAC project at Malmstrom AFB, which involves developing conceptual courses of action for backup cooling and humidification, progressing to a 100 percent Type B design. The seed project has a performance period of 242 calendar days from the notice to proceed, with construction beginning after the acceptance of the 65 percent design. Inspection and acceptance will be conducted by the government at the destination sites within Montana.
