Water and Sewer Master Plan

The City of Edinburg is seeking a qualified professional services firm to develop a comprehensive 20-year Water and Sewer System Master Plan to support significant regional growth. The scope of work requires the prime consultant to serve as the lead technical expert, performing hydraulic modeling, identifying current and future capacity constraints, and prioritizing system needs. The project includes conducting condition assessments of the city's infrastructure, which consists of two water treatment plants with a combined 26 MGD capacity, one 13.5 MGD wastewater treatment plant, six water towers, two booster stations, 54 lift stations, 506 miles of water lines, and 411 miles of sewer lines. The final primary deliverable is a prioritized 20-year Capital Improvement Program that identifies project costs and funding sources for necessary rehabilitation and replacements. This solicitation, RFQ 2027-1, was posted on September 16, 2026, with a response deadline of October 6, 2026. Award selection is based on the best qualified respondent, with key personnel and team experience accounting for 25 percent of the evaluation. Qualified firms must possess active professional engineering registration in Texas and provide various certifications, including non-boycott verifications regarding Israel and energy companies, as well as equal employment opportunity compliance. Following the selection of the most qualified firm, the city will negotiate the final scope of services and billing rates. Payments will be executed by mail in accordance with Texas Pay Law after services are verified to meet city specifications.
