Water and Sewer Master Plan

The City of Edinburg is soliciting a qualified professional services firm under RFQ 2027-1 to develop a comprehensive 20-year Water and Sewer System Master Plan to support rapid city growth. The scope of work requires the lead technical expert to perform hydraulic modeling, identify current and future capacity constraints, and prioritize system needs. Key deliverables include a 20-year Capital Improvement Program and detailed condition assessments of the city's existing infrastructure, which consists of two water treatment plants with a 26 MGD capacity, one 13.5 MGD wastewater treatment plant, six water towers, two booster stations, 54 lift stations, and over 900 combined miles of water and sewer lines. The selection process is based on the best qualified respondent, with key personnel and team experience accounting for 25 percent of the evaluation. Qualified firms must hold an active professional engineering registration in Texas and submit their proposals by October 6, 2026. Requirements for submission include a conflict of interest disclosure, litigation disclosure, and certifications regarding the non-boycott of Israel and energy companies. Once a firm is selected, the city will negotiate the final scope of services and billing rates. The contract includes specific indemnification clauses for patented products and requires insurance certificates naming the city as an additional insured prior to the commencement of services.
