Hillsborough County plans to modify an existing noncompetitive contract with TSC-Jacobs, Inc. to include the supply of Watson Marlow pumps, parts, and components at a 15% discount off list prices. This modification pertains to ongoing and as-needed purchases of water and wastewater parts, repairs, and maintenance services for the Water Resources Department, with no additional cost to the County. Since TSC-Jacobs, Inc. is the sole authorized distributor and maintenance provider for Watson Marlow products in Florida and the Tampa Bay area, the County has determined that engaging another contractor would not be practical, making this a sole source procurement under County policy. The County retains the right to extend the contract, modify its scope, or increase the award amount based on changing needs and conditions. Interested contractors who believe they can provide equivalent goods or services are invited to submit challenges supported by clear and convincing evidence before the response deadline of May 15, 2024. The County will review these submissions to determine if genuine competition exists before proceeding with the award. The contract, valued between $500,000 and $1,500,000, is managed by Hillsborough County’s Water Resources Department, with primary contact being Sharon Spellman. This procurement aligns with the County’s efforts to ensure continued access to specialized water and wastewater equipment and services through a streamlined, sole source process.

Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
