Water Conditioning Parts and Services

Texas Tech University is soliciting proposals under solicitation number 2026-1164 for the provision of water conditioning parts and services. The scope of work includes the rental, purchase, installation, and maintenance of reverse osmosis systems, water softening products, and water dispensers, as well as the provision of emergency technician services and staff training. These services will be requested on an as-needed basis by various university departments. The contract may have a total term of up to four years, consisting of an initial 24-month period with firm pricing and subsequent annual renewals. Price escalations are capped at 3 percent per renewal, subject to negotiation if market costs decline. The selection process is based on a best value trade-off methodology rather than the lowest price. Evaluation criteria are weighted by financial value at 40 percent, demonstrated ability and professional experience at 35 percent, value-added options at 15 percent, and quality assurance plans at 10 percent. Proposers must submit their responses via the TechBid portal by December 1, 2025, including a pricing schedule, a signed conflict of interest affirmation, and a HUB commitment letter. For contracts exceeding 100,000 dollars, a Historically Underutilized Business Subcontracting Plan is mandatory. All work must comply with Texas Administrative Code 285.37 and university policies, with final inspection and acceptance conducted by the university upon delivery.
