NASA/JSC is seeking the procurement of two specialized water pumps for the Space Suit Life Support System, specifically designed for compatibility with the Portable Life Support System and the SWME Express Rack Flight Experiment. The contract covers the full lifecycle of the pumps, including development, manufacture, testing, analysis, and delivery. A key technical feature of these pumps is a 3D printed housing intended to reduce the total number of parts and meet complex design requirements. NASA intends to award this contract to United Technologies Aerospace Systems, as their design is the only one globally developed to meet these specific requirements. While the government evaluated capabilities to determine if the procurement would be competitive, it is not being acquired as a commercial item under FAR Part 12. The performance of this contract is centered in Houston, Texas, under solicitation number 80JSC018Q0009.

NASA/JSC has a requirement for a new (2) water pump for a space suit life support system (SSLPS). NASA/JSC intends to purchase the items from United Technologies Aerospace Systems (UTAS). This is for the development, manufacture, testing, analysis, and delivery of water pumps for SSLPS. The complexity of the design required for the pumps to work with the portable life support system (PLSS) and SWME Express Rack Flight Experiment (SERFE). This pump design includes a 3D printed housing that offers several benefits including reducing the number of parts required in the design. UTAS's latest pump design is the subject of this procurement, and has been partially developed over the past year. This is the only pump in the world that has been built with the PLSS and SERFE requirements specifically in mind. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. central time zone on December 20, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
