WATER SAMPLE TESTING, TERM CONTRACT

Baltimore County is soliciting qualified vendors to provide comprehensive water sample testing services under a term contract with an initial one-year period and up to four one-year renewal options, for an estimated total value between $20,000 and $100,000. The contract requires vendors to conduct analytical testing on water samples using specified EPA and Standard Methods, including cyanide, metals, VOCs, SVOCs, pesticides, nitrates, and coliforms, with all work performed in compliance with Maryland state certification requirements for VOC and BNA analysis. Each test is billed per sample, and failure to meet sample holding times results in a 50% payment reduction. Vendors must submit complete documentation including a Procurement Affidavit, Taxpayer Identification Number certification, Maryland Certificate of Good Standing, laboratory certification, references, licenses, and a signed proposal page. The laboratory must be located within 15 miles of 4419 Bucks Schoolhouse Road, Fullerton, MD, and must provide after-hours contact information for emergency testing needs. Contract performance is subject to strict environmental packaging requirements that prohibit polystyrene and mandate the use of recycled, recyclable, or biodegradable materials under Executive Order 2025-01, and vendors must supply Material Safety Data Sheets for all hazardous materials used. The County retains full authority to inspect vendor facilities prior to award and to accept or reject deliverables based on regulatory compliance and technical accuracy. Award will be made to the lowest responsive and responsible bidder under a Lowest Price Technically Acceptable methodology, with no formal weighting of non-price factors. Invoices must be submitted via email or mail to the Office of Budget and Finance and must include vendor tax ID, order number, and line items. The contract may be extended to other public agencies through cooperative purchasing provisions, and vendors are required to retain chemistry, radiochemistry, and lead/copper data for 10 to 12 years respectively. Proposals must be submitted electronically through the OpenGov Procurement Portal by August 31, 2026, at 3:00 PM Eastern Time, and failure to comply with submission guidelines will result in rejection. The County also maintains a 30% goal for awards to Minority Business Enterprises and Women’s Business Enterprises, though no formal socioeconomic certifications are mandated beyond state-recognized MBE/WBE status verification.
