Water, Sewer, and Electric SCADA Master Plan

The Town of Clayton, North Carolina, is soliciting a Request for Qualifications for the development of a comprehensive ten-year SCADA and Operational Technology (OT) Master Plan to unify its water, wastewater, and electric utilities. The project is divided into two primary components: Part A, the base scope, involves a current-state assessment, future-state architecture definition, gap analysis, and a standards framework to be completed within 12 months of the Notice to Proceed. Final rankings will be based on interview scores, and the Town will negotiate the scope and fee with the highest-ranked firm. Selected contractors must provide key personnel, including a Project Manager and leads for water/wastewater SCADA, electric distribution SCADA, communications, and OT cybersecurity. The project requires strict adherence to industry standards such as ISA/IEC 62443, NIST SP 800-82, and the NIST Cybersecurity Framework 2.0. Additionally, the contract mandates compliance with various federal and state regulations, including E-Verify, the Davis-Bacon Act, and North Carolina cybersecurity incident reporting under G.S. 143-800.
