Water Storage Tank Inspection, Cleaning and Repair Services

The City of Modesto is seeking a contractor to provide comprehensive inspection, cleaning, and repair services for twelve above-ground potable water storage tanks on an as-needed basis under a firm-fixed-price contract with a two-year base term and three one-year option periods, potentially extending the engagement to five years. Services include initial visual and underwater inspections using closed-circuit video, sediment removal via diver-controlled vacuum systems, repair of corroded areas using NSF-approved epoxy, calibration of mechanical floats, inspection of cathodic protection systems, and neutralization of chlorine residuals with ascorbic acid. All work must comply with AWWA D101-2024, ASTM standards for corrosion evaluation, NACE Level 1 inspector certification requirements, ADCI Standard 11, and California OSHA regulations for commercial diving and confined space entry. The contractor must furnish all labor, equipment, materials, and insurance, and ensure all dive team members are certified commercial divers. A detailed inspection report for each tank, including digital photographs, corrosion mapping, and quantitative assessments of coating failure and metal loss, must be submitted on a USB drive and stamped by a registered California Professional Engineer.
