Water Supply Analysis and Engineering Services – South Pender

The Sunshine Coast Regional District is soliciting proposals for water supply analysis and engineering services to conduct a capacity assessment and survey of the McNeil Lake and Harris Lake surface water reservoirs in British Columbia. The scope of work includes performing bathymetric, topographic, and site surveys, assessing the downstream flow path at Haslam Creek, and evaluating infrastructure conditions to optimize storage capacity and system resilience. Key deliverables include GIS-compatible model files, depth profiles, and assessments of total and live water storage capacity. The selected consultant must adhere to EGBC Bylaw 14(b), existing water licenses, and applicable MMCD or CCDC contract documents and the BC Builders Lien Act. Proposals must be submitted in English via BC Bid or email by November 30, 2026, and must remain irrevocable for 90 days. Awarding is based on meeting all mandatory criteria and achieving the highest overall ranking, with pricing evaluated using a formula where the lowest bid receives full points. The successful contractor is required to maintain minimum insurance coverage of 2 million dollars for commercial general liability, motor vehicle, error and omissions, and pollution liability. Payment terms are net 30 days following the receipt of approved invoices. The contract is governed by the laws of British Columbia, with unresolved disputes referred to Mediate BC services for arbitration.
