The contract involves providing potable water testing services at Naval Station Newport to ensure compliance with Rhode Island state environmental regulations. Since the station currently lacks on-site laboratory capabilities, it requires a certified external analytical laboratory authorized by the Rhode Island Department of Health to perform environmental water analyses in accordance with applicable local, state, and federal standards. The vendor will coordinate with the station's Environmental Department to schedule sampling activities, which include collecting water samples from designated locations, transporting them securely, and analyzing them using proper materials and equipment. An annual sampling is mandated to occur each April, with samples collected from two specific locations, and the pickup coordinated through the station's designated point of contact. This procurement is set aside exclusively for small businesses under the Total Small Business Set-Aside category, with the solicitation posted on the SAM.gov platform. The contract details specify that the vendor must adhere to strict regulatory and procedural requirements, including coordinating sampling times and ensuring proper sample handling. The solicitation process has undergone multiple amendments, with the current cancellation of the initial solicitation and plans for a new combined synopsis/solicitation to be posted. The contract aims to support the Navy’s mission by maintaining environmental compliance and safeguarding water quality at the station, with a response deadline set for April 25, 2025.
