AI Contract Overview
The Columbus City Utilities (CCU) is issuing a Request for Qualifications to select a qualified engineering firm for the Water Transmission and Distribution Improvements project, with a response deadline of January 31, 2025. The project encompasses several critical infrastructure upgrades outlined in CCU’s Master Plan, including the construction of a new raw water main from Marr Glick wellfield to Water Treatment Plant No. 2 for enhanced redundancy and capacity, as well as the replacement of existing 16-inch transmission mains under Haw Creek at Marr Road and 10th Street through directional drilling techniques. Additionally, the project involves the proactive replacement of aging water mains on 2nd Street ahead of planned INDOT reconstruction, aiming to mitigate future infrastructure issues. The scope of services includes detailed design work and assistance with contractor procurement, which may involve a Guaranteed Savings Contract, Build Operate Transfer, or traditional bidding process. Submittals must be limited to an eight-page Statement of Qualifications, submitted electronically via Ion Wave Technologies, with all responses evaluated based on project understanding, team qualifications, and innovation. The selection process involves a committee ranking responses to determine the most suitable firm, with key milestones including selection recommendations in February, contract signing by March, and project construction beginning in December 2025. Funding for design services will be secured through a Bond Anticipation Note, while construction will be financed via the Indiana State Revolving Fund Loan Program or private bonds. The contract size is estimated to range between five and fifteen million dollars, reflecting the project's scope and significance for improving Columbus’s water transmission infrastructure.

Project Description and Scope of Services:

WTP No. 2 Raw Water Main Replacement
This project includes the construction of a parallel raw water main from the Marr Glick wellfield to WTP No. 2 for redundancy and capacity.
16” Transmission Main (Directionally Drilled) – Marr Road
This project includes the replacement of an existing portion of 16” transmission main under Haw Creek. The existing main is currently visible in Haw Creek due to erosion of the creek over time.
16” Transmission Main (Directionally Drilled) – 10th Street
This project includes the replacement of an existing portion of 16” transmission main under Haw Creek. The existing main is currently visible in Haw Creek due to erosion of the creek over time.
2nd Street Water Main Replacement
This project was identified in a Water Main Replacement Prioritization Program by GRW Engineers in 2020. INDOT is planning to reconstruct 2nd Street from the bridge over East Fork White River to State Street in 2026.
