The contract spans one year from August 1, 2026, to July 31, 2027, with an option for mutual renewal up to five additional years. It seeks a vendor to deliver comprehensive chemical treatment and maintenance services for the steam and chilled water systems at the Iowa Medical Classification Center, ensuring optimal operational efficiency, corrosion prevention, and environmental compliance. The vendor must supply all chemicals, testing equipment, training, and materials required to service two firetube boilers totaling 700hp, a deaerator tank, steam distribution and condensate return systems, a chilled water loop, and associated cooling towers. The boiler system operates via a centralized control unit managing conductivity, blowdowns, and chemical feeds, while the chiller plant uses a dedicated controller for cooling towers and manual processes for the chilled water loop. The condensate return system loses significant volume to drainage in winter, increasing chemical demands. The facility requires environmentally safe products and safe application practices. Participation requires a mandatory site visit on July 6, 2026, at 11:00 AM in the Oakdale Conference Room at 2700 Coral Ridge Ave., Coralville, IA, with attendance necessary to qualify for bidding. The solicitation, numbered DASIowa-005-RFB-2766-2026, was posted on June 22, 2026, and responses are due by July 17, 2026. Bidders are solely responsible for assessing all requirements for a competitive submission, and the state retains full discretion in evaluating proposals to select a vendor.

It is not intended to be comprehensive. Each Bidder is responsible for determining all factors necessary for submission of a comprehensive Bid. The State of Iowa is seeking a vendor to maintain a high-quality chemical treatment and services program to maintain peak operating efficiencies and optimum corrosion prevention in the steam and chilled water systems at the Iowa Medical Classification Center (IMCC) with safe applications systems and environmentally friend products. Vendor is to provide all chemicals, training, equipment, and testing supplies. The IMCC has a boiler and a chiller plant. The boiler plant consists of (1) 300hp fire tube and (2) 200hp firetube boilers, an associated deaerator tank that polymer and sulfite chemicals are fed into for the boilers (batch feed style instead of treated separately). The facility steam distribution system that an amine chemical is fed into, and facility condensate return system – a portion of which is not returned to the boiler plant and instead dumped into the drain during the winter months causing increased chemical usage. The boiler plant is currently running off a single control unit that measures the conductivity in the boilers, performs blowdowns, and feeds all the chemicals. The chiller plant consists of a facility-wide chilled water loop that is fed with a loop treatment chemical, and cooling towers that are fed with descaling and biocide chemicals. The chiller plant has its own small control unit for the cooling towers that check conductivity, performs blowdowns, and feeds chemicals. The loop is tested and fed manually. Mandatory Site Visit A mandatory site visit is required for this project. Meeting locations and directions are listed below. You must be present to submit bids on this RFB. A signup sheet will be at location. IMCC site visit is Monday, July 6th, 2026, at 11:00 AM. The contractor is responsible for maintaining system efficiency and compliance with state and federal water quality standards throughout the term of the agreement. Compliance reporting is a critical component, requiring timely and accurate documentation of operational data, resin performance metrics, contaminant removal rates, and any deviations or incidents. All reports must align with regulatory requirements under the California State Water Resources Control Board’s oversight, ensuring transparency and accountability in the treatment process. The work is being conducted under a subcontract tied to NAICS code 221330, which classifies the activity within the drinking water supply and treatment sector, and the place of performance is within California, though specific location details are not provided. The contract was posted on June 29, 2026, and is part of a broader initiative to safeguard public water supplies from emerging contaminants like PFAS.
