WATER TREATMENT PLANT CHEMICAL FEED AND CONTROL BUILDING UPGRADES

The City of Cartersville, Georgia, is soliciting proposals for a Construction Manager-at-Risk (CMAR) to oversee the Water Treatment Plant Chemical Feed and Control Building Upgrades. The project is divided into Phase I preconstruction services and a potentially authorized Phase II for construction. The scope of work includes the demolition of an existing thickener tank to construct a new Chemical Feed Building featuring new chemical feed systems and an on-site sodium hypochlorite generation system. Additionally, the project involves the rehabilitation of the existing Control Building through architectural, structural, electrical, and instrumentation improvements, as well as the installation of new chemical feed piping and site access enhancements. A critical requirement is the maintenance of continuous permitted treatment and plant operations throughout the construction process. The selection process is a multi-phase evaluation where proposals are first scored on technical criteria, specifically project understanding, technical approach, and the CMAR's approach to estimating and procurement. Shortlisted firms may be interviewed before their separately sealed fee proposals are opened. Qualified firms must provide a bid bond equal to five percent of the proposed preconstruction fee, along with performance and payment bonds. Required certifications include a Georgia contractor license, E-Verify affidavits, and debarment certifications. Phase I services will be invoiced on a lump-sum percentage-complete basis, and the successful CMAR will be responsible for quality control, commissioning, and the procurement of specialized systems such as liquid lime and SCADA controls.
