The City of Pompano Beach (City) owns and operates a Water Treatment Plant (WTP) located in Broward County, Florida, at 1205 Northeast 5th Avenue in Pompano Beach. The City's WTP has a design capacity of 50 million gallons per day (MGD), split between a 40 MGD lime softening process and a 10 MGD nanofiltration (NF) process. The purpose of this Water Treatment Plant Improvements Phase 1: Buildout of the Existing Nanofiltration Facility Project (Project) is to provide compliance with the National Primary Drinking Water Regulation (NPDWR) for per- and polyfluoroalkyl substances (PFAS), released by the United States Environmental Protection Agency (USEPA) on April 10, 2024, without compromising compliance with other drinking water quality regulations. In general, the Project consists of expanding the City's existing 10 MGD NF process to a 30 MGD capacity. A summary of the work to be performed under the Base Bid and Additive Alternate A is as follows, more detailed information is provided in the Construction Drawings and Technical Specifications: Base Bid: In general, the Work to be performed under the Base Bid includes site work, yard piping, construction of new raw water booster pump station and pressure filter system, modifications to and buildout of the existing membrane process, replacement of the membrane clean-in-place and permeate flush systems, addition of two new degasifiers, and other miscellaneous improvements. Additive Alternate A: If authorized by the City, Additive Alternate A may include demolition and removal of five existing membrane units and replacement with new, addition of one new degasifier, and associated electrical and instrumentation and controls improvements.
