WATERFORD POLICE DEPARTMENT LOCKER ROOM RENOVATIONS

The Town of Waterford is soliciting bids under IFB# 26-011 for the renovation of the men's and women's locker rooms at the Waterford Police Department located at 41 Avery Lane. The scope of work includes selective demolition of existing lockers, concrete bases, and partitions, followed by the construction of new partitions, toilet rooms, and showers. The contractor is responsible for installing new plumbing fixtures, ceilings, lighting, ventilation, flooring, wall tile, and counters, as well as relocating doors, card readers, and laundry equipment. While new lockers will be provided by others, the contractor must coordinate with the supplier and provide the necessary electrical power. All work must adhere to architectural plans dated July 30, 2026, and comply with ADA standards and AIA Document A201-2017. The contract will be awarded to the lowest responsible bidder based on a lump sum base bid and any applicable add/deduct alternates. The project must be completed within 120 consecutive calendar days from the receipt of a Notice to Proceed. Payment is processed monthly with a 5% retainage held until substantial completion, and the Town maintains a 45-day payment term. Contractors must comply with Connecticut Prevailing Wage Laws and ensure employees have completed the mandatory 10-hour OSHA Construction Safety and Health Course. Additionally, the contractor must meet state-mandated set-aside goals, requiring 25% of the state-funded portion of the contract to be awarded to DAS-certified small and minority-owned businesses. Bid security of 10% is required for bids exceeding $50,000, and the final contract requires both performance and payment bonds.
