AI Contract Overview
The National Oceanic and Atmospheric Administration’s (NOAA) Center for Operational Oceanographic Products and Services (CO-OPS) intends to award a sole-source purchase order to YSI Inc. of Yellow Springs, Ohio, for spare parts specific to the NOAA NILE, FMR51 Design Analysis Radar Water Level Sensor, a critical non-contact primary sensor deployed across NOAA’s environmental monitoring network along the Atlantic and Gulf coasts, the Pacific, the Great Lakes, the Caribbean, and coastal Alaska. YSI is the sole manufacturer and distributor of these components, possessing proprietary knowledge and rights necessary to produce the exact spare parts required to maintain system integrity and operational continuity. Any substitution of components would result in compatibility failures, and YSI has no authorized partners or resellers capable of supplying these parts. The procurement, conducted under FAR 6.103-1 authority, carries no set-aside and is governed by NAICS code 334513. This presolicitation notice, issued on July 15, 2026, with a response deadline of July 30, 2026, is not a request for competitive bids but serves to allow other firms to submit substantiating documentation or requests for additional information to challenge the sole-source determination. All submissions must be in writing and sent to the designated point of contact, Kyle Lawrence, and oral communications are not accepted. The government retains full discretion to decide whether to proceed with a competitive solicitation based solely on the responses received. The purchase order will support maintenance at key monitoring sites including the Lower Mississippi River Ports, Delaware River Ports, and Jacksonville Ports, ensuring the continued reliability of NOAA’s oceanographic data collection infrastructure. The office responsible for this acquisition is located in Norfolk, Virginia.
