WATERLOO BUSINESS PARK STREETS RESURFACING
Project Description
Project Location:
Budweiser Court: West End to Piccoli Road; Pepsi Place: West End to Wilcox Road; Piccoli Road: Wilcox Road to Highway 88; Wilcox Road: Piccoli Road to North End. See attached Vicinity Map.
Project Justification:
Budweiser Courts original 40-foot-wide roadway was constructed in 1976 with 2 inches of Asphalt Concrete (AC) over 6 inches of Aggregate Base (AB) and 7 inches of Aggregate Subbase (ASB).
Pepsi Places original 40-foot-wide roadway was constructed in 1982 as part of the Wilcox Road - Pepsi Place Improvements. Pepsi Place was constructed with 3 inches of AC over 8 inches of AB and 14 inches of ASB. Piccoli Roads roadway was originally constructed after 1966 and was later extended to Wilcox Road south of State Route 88 in 1986. Piccoli Roads original 40-foot roadway was constructed with 2 inches of AC over 6 inches of AB and 9 inches of ASB. Piccoli Road was extended in 1986 with 4 inches of AC over 18 inches of AB and 6 inches of ASB. Piccoli Road was last resurfaced in 1991 with 0.25 feet of Hot Mix Asphalt (HMA). The north portion of Wilcox Road was constructed in 1982 with a 60-foot roadway with a section of 3 inches of AC over 8 inches of AB and 14 inches of ASB. The southern portion of Wilcox Road has an unknown construction date but was improved in 1988 with a 48-foot roadway with 3.5 inches of AC over 8 inches of AB and 10.5 inches of ASB. Also, Wilcox Road was connected to the Piccoli Road Extension in 1988. Each of the existing roadways have been maintained by periodic slurry seals, with the last slurry seal taking place in 2022.
The existing pavement exhibits some transverse, longitudinal and alligator cracking throughout the paving limits. The existing pavement also has some rutting as well. There is a sink hole on Pepsi Place and a failed pavement repair on Piccoli Road south of Highway 88.
Scope of Work:
The project will consist of:
1. Resurfacing existing roadways (40-60 feet) with 0.17 feet HMA (Type A).
2. Repairing pavement structural failure areas with 0.25 feet HMA (Type A).
3. Replenishing 4 feet wide shoulder backing (2 feet at 8% and 2 feet to conform) on Wilcox Road south of Highway 88.
4. Conforming and grinding 8-foot width along gutter.
5. Adjusting existing facilities to finished grade.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily industrial.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainsons Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainsons Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
