Waterproofing Services, On-Call, Term Contract

Baltimore County Government is soliciting bids for an on-call, term contract for waterproofing services at various county-owned and operated facilities within Baltimore County, Maryland. The selected contractor will provide all labor, materials, tools, equipment, and supervision to install waterproofing systems, including vertical wall waterproofing using a .064 inch thick combination polyethylene and rubberized asphalt sheet. Work is performed on a time and materials basis and must adhere to the Baltimore County Standard Specifications for Construction and Materials, manufacturer recommendations, and safety regulations including OSHA and MOSHA. Installation is prohibited during wet weather or when temperatures fall below 40 degrees Fahrenheit. The contract is scheduled to become effective on May 17, 2027, for a one-year term, with the county reserving the right to renew for up to four additional one-year periods. Award will be granted to the lowest responsive and responsible bidder, with evaluation factors including price, responsiveness, and past performance. Bidders must provide three references from the last 18 months and maintain specific insurance coverages, including a 1 million dollar combined single limit for general liability and statutory workers compensation. Additionally, the contract requires a 25 percent MBE/WBE participation rate, and the successful offeror must be in good standing with the State of Maryland. Bids are due by November 10, 2026, and must be submitted electronically via the designated procurement portal.
