The City of Morgan Hill is seeking qualified professional design firms to develop intersection improvements at the Watsonville Road and Sunnyside Avenue/Santa Teresa Boulevard intersection, which currently operates as an all-way stop and is situated on the border between the City and Santa Clara County. The project aims to replace the existing stop control with a single-lane roundabout to alleviate traffic congestion, in line with the City’s General Plan, Capital Improvement Program, and the 2024 Transportation Master Plan. The selected firm will be responsible for creating conceptual designs that comply with all relevant standards and codes, including stormwater management, regional water board requirements, and highway design guidelines. The scope may be expanded to include final construction and environmental documentation, public engagement, bidding support, and construction oversight if authorized by the City. The contract, titled Watsonville Road Intersection Improvement Project, is posted under solicitation number RFP #EUCIP-2025-001, with a response deadline of April 4, 2025. The project budget ranges from $500,000 to $1,500,000. INTRODUCTION The City of Morgan Hill (City) is soliciting proposals for qualified firms interested in providing professional design services to design intersection improvements for the City to construct a round-a-bout at the intersection of Watsonville Road and Sunnyside Avenue/Santa Teresa Boulevard. SCOPE OF SERVICES Currently, the intersection of Watsonville Road and Sunnyside Avenue/Santa Teresa Boulevard is all-way stop controlled and is the border between the City and the County of Santa Clara. This intersection has been identified in the City’s General Plan and Capital Improvement Program as a location for the construction of new traffic signals and other intersection improvements. A planline for Hale Avenue was prepared in 2016 and identified the need for an overall widening of Santa Teresa Boulevard/Sunnyside Avenue that will eventually connect to Hale Avenue. Additionally, the City’s recently adopted Transportation Master Plan (2024) has studied the intersection for the potential installation of a round-a-bout. The City’s preference for intersection improvements at this location is the installation of a round-a-bout to improve traffic congestion resulting from the higher use of local roadways. The City is seeking the services of a full-design firm who will be responsible for preparing conceptual designs for a one-lane round-a-bout that meets all current and applicable codes and standards, including but not limited to storm drain best management practices, regional water board, road/roundabout geometrics, highway design manual, etc. The City may negotiate to extend the scope of services to include preparation of the final construction and environmental documents. The consultant may be asked to participate in public meetings to share the final plans with the community and City Council. Bidding, construction support, addendums, requests for information, and submittal review may be required if the City chooses to extend the scope of services. The Consultant may use sub-consultants to provide specialty services. The Consultant shall provide legal descriptions and plat maps for right of way acquisitions. For the proposal, the Consultant shall assume right-of-way takings from two (2) parcels. The design firm will report to the City’s project manager (project manager) throughout the duration of the project. The scope of professional services to be provided shall include the completion of all tasks to deliver the project design on schedule, as well as other elements or modifications which may be suggested by consultants presenting proposals to better meet the needs of the City of Morgan Hill. A more detailed scope of services is attached as Exhibit “A”. All services shall be provided in accordance with the City’s Standard Consultant Agreement attached as Exhibit “C”.
