This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FCCRFQ100000PS11 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-43.This RFQ is issued as a small business set aside under NAICS code 443120. The size standard is $9.0 million. The following contract line items (CLIN) are included in this RFQ: CLIN 0001: W-Package with Software options. W-package contains W-pactor-3, W-Codan-9001, W-Clover-2, and Clover-2000 2 Qty ________ Total _______ CLIN 0002: W-BV Bitwiew Software Option 1 Qty ________ Total________ Pricing shall include all shipping costs to the HFDF Center, 7435 Oakland Mills Rd, Columbia, MD 21046. This is a brand name only RFQ. Quoters shall provide only exact match items as specified in the CLINs above. Brand name only is required because the software is compatible with PSHSB/HFDFC's current Wavecom hardware/software infrastructure used for demodulating complex digital signals frequently observed in the HF spectrum. Changing to a different software, would require a change in the infrastructure that would be cost prohibited. Provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition Provision at 52.212-2, Evaluation-Commercial Items is included with the following information included in paragraph (a) of that provision: Award will be made to low quoter. Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the following additional FAR clauses cited in the clause are applicable to the acquisition: 52-222-3, 52.222-26, 52.222-21, 52.222-22, 52.222-36, 52.225-3, and 52.232-33.
