The project site consists of two contiguous vacant and abandoned parcels owned by WCBCNorth, LLC (WCBC North) and located at 58 Church Street in the Village of Arcade. Investigations of the site have documented the presence of (1) asbestos-containing material (ACM) in demolition debris and the remaining structures, and (2) fill, soil and groundwater that has been impacted by organic and inorganic contaminants at levels that exceed applicableregulatory thresholds. Friable ACM was confirmed in the demolition debris and in theremaining structures. WCBC North was awarded a United States EnvironmentalProtection Agency (USEPA) Brownfield Cleanup Grant for the removal of asbestos-containing demolition debris and the demolition and removal of the remaining structures. All work performed must comply with applicable local, state, and federal regulatory requirements, and other professional practices and standards as necessitated by project conditions and job requirements.
