Solicitation N0016727R3103 is a request for scientific and technical services to support the Naval Surface Warfare Center, Carderock Division, specifically within the Survivability and Weapons Effects Division. The contractor will provide experts in underwater explosions (UNDEX) and air explosions (AIREX) to develop and utilize specialized software codes. Key objectives include simulating underwater shock and air blast environments, analyzing the response of Navy platforms to various weapon attacks, supporting live fire test and evaluation programs, and solving finite element models for elastic-plastic responses. This opportunity is restricted exclusively to SEAPORT-NxG MAC holders, and all proposals must be submitted via the PIEE Solicitation Module. The award is based on a best-value trade-off where the technical factor is more important than the cost proposal. Technical evaluation focuses on the approach, management, personnel qualifications, and software process improvement initiatives, while past performance is evaluated as acceptable or unacceptable. Key personnel requirements are stringent, requiring a Final Secret security clearance and specific certifications such as IAT Level II or IASAE Level I for software developers. Senior Engineers must have 10 years of experience in explosive test operations, and Computer Scientists must have 8 years of experience with specific languages including Python, C++, C, and Fortran. The anticipated award date is July 6, 2027, with a requirement for the prime contractor to subcontract at least 20 percent of the total estimated task order value to small business concerns.
