AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING

The Air Force Cryptologic Office (AFCO) is soliciting innovative commercial technologies and services through Commercial Solutions Opening FA7037-21-S-C001 to support DoD ISR-Cyber capabilities. The agency is specifically seeking new capabilities in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a goal of leveraging mature technologies to achieve a field demonstration within one year. Proposed solutions should utilize open architecture approaches, such as Sensor Open Systems Architecture and Open Mission Systems, and may include a project structure consisting of base period tasks for feasibility and option tasks for final product evaluation, with a total performance period not exceeding five years. The solicitation follows a two-phase submission process. Phase I requires the submission of a quad chart and a white paper, which is limited to two pages. Selected offerors will be invited to Phase II to submit a technical proposal of no more than ten pages, a separate statement of work, and a detailed price proposal. Awards will be made as Firm Fixed Price or Fixed Price Incentive contracts. Evaluation is based on a pass/fail technical qualification gate, followed by a weighted review of technical merit, importance to the AFCO mission, and fund availability.
