Full Description

The Office of the Under Secretary of War for Research and Engineering (OUSW R&E), Mission Capabilities and Multi-Domain Joint Operations (MDJO), in coordination with the Defense Innovation Unit (DIU) and Mission Engineering and Integration Activity (MEIA), seeks to address a critical impediment to prototype acquisition and classified technology assessment. A longstanding challenge exists wherein commercial, non-traditional, and small-business solution providers without Facility Clearances cannot access classified work, yet obtaining a Facility Clearance generally requires a bona fide classified contractual justification. This pilot program resolves that challenge by establishing a Rapid Facility Clearance (FCL) Mentorship and Prototyping Cohort under Other Transaction Authority pursuant to 10 U.S.C. 4022. Selected vendors become Rapid FCL Cohort Participants through subcontract relationships with Maximus Federal Services, Inc. under the ONIX OTA framework, enabling DD Form 254 flow-down, NISS sponsorship, security mentorship, and, subject to DCSA adjudication and need-to-know determinations, access to classified technical exchanges or concept-development activities. The objective is to enable the Government to properly assess technology and conduct bi-directional collaborative dialogue in a classified setting, thereby reducing transition risk and accelerating effects-centric capabilities for decisive Joint Force advantage. This effort supports MDJO priorities, Joint Chiefs of Staff and Combatant Command operational needs, rapid-acquisition pathways for Direct Reporting Portfolio Managers operating under Secretary of War or Deputy Secretary of War authorities, and classified concept development across OUSW R&E lines of effort including critical technologies, science and technology, and mission capabilities. Selection for sponsorship establishes the security pathway only and does not constitute a determination to acquire the vendor's products or services, create an expectation of funded technical work, or confer any preferential status beyond the limited sponsorship and access necessary to enable classified assessment. All Facility Clearances and personnel security clearances are adjudicated by the Defense Counterintelligence and Security Agency (DCSA). Vendors selected under these open calls will not receive payment for participation in the cohort or for the Facility Clearance sponsorship process itself, and must be prepared to complete substantial administrative and compliance actions consistent with 32 CFR Part 117 (NISPOM), with costs of establishing and maintaining industrial security programs generally borne by the company.
## Problem Statement
These marketplace postings solicit capability statements and solution concepts from U.S. industry, academia, and nonprofits interested in being considered for selection as Rapid FCL Cohort Participants. Selected organizations may receive Facility Clearance sponsorship (administered by Maximus), security mentorship, and—subject to DCSA adjudication and Government need-to-know determinations—access to classified technical exchanges or concept-development activities. The objective is to enable the Government to properly assess technology and conduct bi-directional collaborative dialogue in a classified setting. Selection for sponsorship establishes the security pathway only; it is not an award of funded technical work and does not imply a decision to do further business with the vendor. Each call below is independent and may be posted or responded to separately.
## Overall Objective
Establish a structured pathway to enable diverse commercial, non-traditional, small-business, academic, and nonprofit solution providers to obtain Facility Clearances and participate in classified technical exchanges, concept development, and rapid prototyping activities in support of Joint Operational Problems, Multi-Domain Joint Operations priorities, OUSW R&E mission areas, and rapid-acquisition efforts. By resolving the longstanding procedural barrier wherein vendors without Facility Clearances cannot access classified work yet require a classified contract to obtain clearance, this pilot aims to accelerate the Government's ability to assess emerging technologies in classified settings, conduct bi-directional collaborative dialogue with innovators, reduce transition risk for priority capabilities, and enable effects-centric, multi-domain solutions that enhance Joint Force decision advantage, lethality, and operational effectiveness across contested environments. Successful execution will expand the pool of cleared vendors capable of supporting classified prototype projects under Section 843 authority, improve speed and quality of Government technical assessment, and facilitate rapid integration and fielding of capabilities addressing Combatant Command needs, Direct Reporting Portfolio Manager priorities, and hackathon or experimentation events requiring classified access.

DRAFT-Rapid Expandable Modular SCIF Construction Project (REMS) for U.S. Pacific Command
Solicitation # 1fb5fee8-d3b0-42c4-a304-54bed06392a5
The Department of Defense is seeking a contractor to execute the Rapid Expandable Modular SCIF Construction Project for U.S. Pacific Command at Camp H.M. Smith, Hawaii. The project involves the design, fabrication, transport, and installation of a temporary, one-story prefabricated modular administrative Sensitive Compartmented Information Facility on a permanent concrete foundation. This facility must provide secure workspace with concurrent NIPRNET, SIPRNET, and JWICS access for an initial capacity of 140 personnel, with the engineering capability to expand to 229 personnel by Fiscal Years 2028-2029 without requiring de-accreditation or major reconstruction. The primary goal is to overcome the limitations of conventional site-built construction, which is often too slow and disruptive to meet evolving Top Secret/Sensitive Compartmented Information mission requirements. The selected solution must adhere to ICD 705, IC Technical Specifications, and applicable UFC criteria while addressing regional challenges such as seismic activity, high wind loads, salt-air corrosion, and termites. By validating a secure off-site fabrication and chain-of-custody process, this project aims to establish a repeatable business model for accelerating the delivery of accredited secure facilities across the Indo-Pacific theater.

Joint Task Force Southern Border Integration Efforts in Support of Operation Ardent Vanguard
Solicitation # W569QE270001
The Joint Task Force Southern Border (JTF-SB), operating under the Department of War, has issued a special notice for an industry informational briefing on November 6, 2026, regarding integration efforts for Operation Ardent Vanguard. This event is strictly for informational and educational purposes and does not constitute a formal solicitation, request for proposals, or a commitment by the government to procure any supplies or services. The primary objective of the JTF-SB is to enhance situational awareness and tactical sensor integration along the southern border by reducing system fragmentation and improving real-time data sharing for warfighters. The briefing, held at the Fort Bliss Mission Training Center in El Paso, Texas, and available via Microsoft Teams, will focus on three key areas: a showcase of the southern border mission, an overview of iterative integration sprints, and the technical integration of commercial capabilities and sensor feeds into a Unified Common Operational Picture. Technical priorities include the use of open architectures, standardized data interfaces, and cybersecurity onboarding frameworks. All discussions will be conducted at the unclassified level, and participation is voluntary. Interested parties must register in advance with the primary point of contact, CPT Jonathan Lara, or the alternate, CPT Davon Brunes, providing their company name, CAGE code or UEI, and attendee details.

AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING
Solicitation # FA7037-21-S-C001
The Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance and Multi-Domain Innovation Division is soliciting innovative commercial capabilities through Commercial Solutions Opening FA7037-21-S-C001. The agency is seeking mature technologies and innovative services in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a specific goal of achieving a field demonstration within one year. The procurement process is divided into two phases: Phase I requires the submission of a quad chart and a white paper, while Phase II consists of full proposals by invitation only. Awards may be issued as traditional contracts or Other Transactions (OT), with potential funding ranging from 50,000 dollars to 50 million dollars over a period of performance lasting between one and five years. The evaluation process is based on technical merit, importance to agency programs, and fund availability, utilizing peer or scientific review to select offerors. Successful projects are expected to follow a structure of base period tasks to demonstrate feasibility, followed by option tasks for design, fabrication, testing, and evaluation. Because the work supports DoD ISR-Cyber capabilities, offerors must possess the necessary personnel and facility security clearances to handle classified work independently. All acquired technologies are treated as commercial items under 10 USC 3458 and DFARS 212.70. Submissions are managed by Carissa Heuertz, and the performance location is identified as San Antonio, Texas.
