The Joint Task Force Southern Border (JTF-SB), operating under the Department of War, has issued a special notice for an industry informational briefing on November 6, 2026, regarding integration efforts for Operation Ardent Vanguard. This event is strictly for informational and educational purposes and does not constitute a formal solicitation, request for proposals, or a commitment by the government to procure any supplies or services. The primary objective of the JTF-SB is to enhance situational awareness and tactical sensor integration along the southern border by reducing system fragmentation and improving real-time data sharing for warfighters. The briefing, held at the Fort Bliss Mission Training Center in El Paso, Texas, and available via Microsoft Teams, will focus on three key areas: a showcase of the southern border mission, an overview of iterative integration sprints, and the technical integration of commercial capabilities and sensor feeds into a Unified Common Operational Picture. Technical priorities include the use of open architectures, standardized data interfaces, and cybersecurity onboarding frameworks. All discussions will be conducted at the unclassified level, and participation is voluntary. Interested parties must register in advance with the primary point of contact, CPT Jonathan Lara, or the alternate, CPT Davon Brunes, providing their company name, CAGE code or UEI, and attendee details.

Joint Task Force Southern Border (JTF-SB) – Integration Efforts in Support of Operation Ardent Vanguard

THIS IS AN ANNOUNCEMENT FOR AN UPCOMING INDUSTRY INFORMATIONAL BRIEFING ONLY. This notice is issued solely for informational, educational, and public awareness. It does not constitute a Request for Proposals (RFP), Request for Quotations (RFQ), Invitation for Bids (IFB), or an emerging requirement. It does not commit the U.S. Government or Joint Task Force Southern Border (JTF-SB) to contract for any supply or service, nor does it represent a commitment to issue any future solicitation.

The purpose of this notice is to inform, educate, and introduce Joint Task Force Southern Border (JTF-SB), delineate its mission set and provide general visibility into its operational scope on Friday, 06 November 2026. The informational briefing will define the origin, mission, charter, and interagency role of JTF-SB; provide an open view into the day-to-day mission set, challenges, and multi-domain operational considerations along the southern border; and explain how JTF-SB approaches technical and operational system integration in support of Operation Ardent Vanguard. In this context, "gaining insight" means the government will share high-level overviews of its current operational environment, architectural frameworks, and interoperability objectives. It is intended to build shared understanding of JTF-SB's operational realities, rather than collect commercial solutions or establish procurement pipelines.

Background & Mission Overview

Operating within the Department of War (DoW), Joint Task Force Southern Border (JTF-SB) works to enhance situational awareness, cross-domain visibility, and tactical sensor integration along the southern border. Through iterative integration efforts supporting Operation Ardent Vanguard, JTF-SB seeks to streamline how commercial technologies and tactical data systems interoperate within a unified operational environment. The overarching goal is to reduce system fragmentation, accelerate cybersecurity onboarding, and improve real-time data sharing for the warfighter.

Industry Informational Briefing Focus Areas

During the Industry Informational Briefing, JTF-SB representatives will present information on three primary areas:

  3. Common Operational Picture (COP) Integration: An outline of our technical capabilities in integrating commercial capabilities and sensor feeds into a Unified Common Operational Picture, focusing on open architectures, standardized data interfaces, and cybersecurity onboarding frameworks.

(Note: There will be an open question-and-answer period following the briefings, limited strictly to mission context, operational scope, and presented integration concepts. Contractual or business development inquiries will not be addressed.)

Event Details & Location

The Informational Briefing will be held at the Fort Bliss Mission Training Center (MTC), Building 450 (Rooms 630–660), 20187 Minue Dr, El Paso, TX 79916 on Friday, 06 November 2026.

Market Intelligence Questionnaire JBR041 – Pallet Processing Facility/JBR044 – Rapid Deployment Facility
Solicitation # W911KB29RWP01-A
The U.S. Army Corps of Engineers, Alaska District, is seeking market intelligence for two military construction projects at JBER-Richardson, Alaska, with a combined estimated target budget of approximately 182.5 million dollars. The first project, the Pallet Processing Facility (JBR041), has a target budget of 79.5 million dollars to create a 52,000 square foot, all-weather, 24-hour facility that will serve as the sole hazardous cargo processing point and consolidated alert final preparation and holding area at JBER. The second project, the Rapid Deployment Facility (JBR044), has a target budget of 103 million dollars and consists of a complex to support pre-deployment and redeployment for a Brigade Combat Team (Airborne), featuring a Passenger Shed for personnel processing and a Joint Inspection Facility equipped with vehicle inspection lanes, an indoor wash rack, and a covered defuel point. Both facilities require specialized cold climate design for Climate Zone 7, cybersecurity for four platforms, sustainability measures, and comprehensive site improvements including utilities and storm drainage. The anticipated period of performance spans fiscal years 2029 through 2032, with design starting in the first quarter of FY29 and a 24-month construction period beginning in FY30. This current action is a sources-sought effort to gather industry feedback on the most effective project delivery methods, such as CM@Risk or Design-Build, and to evaluate industry capabilities regarding arctic adaptation and schedule risks.
