Commander, Navy Installations Command (CNIC) seeks to prototype, demonstrate, and validate a new, holistic approach to maintenance management at Navy DFSPs: a capability that captures maintenance execution from start to finish, applies programmable logic to each maintenance action so that required follow-on actions are automatically triggered and the responsible operators are notified, and produces a verifiable record that each maintenance action and inspection was completed. The intent is not to digitize the current paper process, but to change how maintenance is driven, executed, and evidenced.
## Problem Statement
The Commander, Navy Installations Command (CNIC) N38 organizations responsible for maintaining the strategic fuel facility infrastructure and supporting equipment at 53 Navy Defense Fuel Support Points (DFSPs). These sites receive, store, and issue fuel that directly underpins fleet and installation readiness. Today, maintenance and operator inspection at the DFSPs is managed largely through manual, paper-based processes that vary from site to site and require significant manual effort.
The current approach depends on individuals to remember, schedule, and follow up on each required maintenance action. There is no mechanism that recognizes when a maintenance event or inspection result should drive a follow-on action, and no automatic notification to operators when an action is due, overdue, or newly required. Because documentation practices vary from site to site, records of completed maintenance and inspections are inconsistent in format and detail, which makes it difficult to verify compliance, aggregate data for leadership, or compare performance across sites. Without a single standard execution model, N38 fuels operators lack enterprise-level visibility into the condition and maintenance status of critical fuel assets. Deepwater terminals carry the highest operational impact and are the priority for improvement.
## Overall Objective
Respondents should demonstrate a clear understanding of this operational need and possess the software programming capability to design, build, configure, and sustain the programmable logic that governs each maintenance action. The Government is not prescribing a specific product, architecture, or technical approach; commercial, configured, custom, or hybrid solutions are welcome. The prototype will initially be validated at one or more operational DFSPs, with deepwater terminals prioritized, and must be scalable to multiple sites across the enterprise of 53 DFSPs.
