Full Description

The U.S. Army Reserve 63d Readiness Division (63d RD) seeks prototype approaches to improve the consistency, visibility, traceability, and timeliness of statutory and regulatory due-diligence workflows across its seven-state area of responsibility. The effort is centered on National Environmental Policy Act (NEPA) review pathways and National Historic Preservation Act (NHPA) cultural-resources coordination associated with facility maintenance, military construction, real-property actions, training, and other mission activities. The Government seeks to assess a repeatable, Government-reviewable workflow model using existing work-order tracking, NEPA records, geospatial information, and coordination practices. This is a proposed prototype concept derived from the operational problems in the supplied PWS text, not an explicit requirement for new software in that text.
## Problem Statement
The 63d RD must review a significant volume of facility and real-property actions under different federal, state, and local requirements. The supplied task descriptions call for work-order review, CATEX/REC/EA pathway assessment, review of environmental assessments and FONSIs, document recertification, interoffice tracking, and NHPA Section 106 coordination. These interdependent activities create opportunities for inconsistent handoffs, limited visibility into pending actions, duplicate documentation, and delays in collecting and routing complete records. The source materials identify these obligations but do not establish a quantified technology-performance gap or a preselected solution; those will require Government confirmation.
## Overall Objective
Prototype, demonstrate, and evaluate an integrated NEPA and cultural-resources due-diligence operating model that standardizes action intake and triage, documents review pathways, supports interdisciplinary coordination, enables regulatory correspondence tracking, and produces auditable transition artifacts for Government decision support. The prototype shall generate measurable evidence on processing timeliness, documentation completeness, record traceability, handoff quality, and workflow adaptability across multiple 63d Readiness Division program areas and geographic locations. The Government retains all final regulatory determinations, official positions, compliance approvals, and signature authority. The desired end state is a repeatable, Government-reviewable process model that improves mission effectiveness by reducing delays, eliminating duplicate documentation, enhancing visibility into pending compliance actions, and supporting consistent application of statutory and regulatory due-diligence obligations across the seven-state area of responsibility for Army Reserve maintenance, military construction, real-property, training, and stationing activities.

Market Intelligence Questionnaire JBR041 – Pallet Processing Facility/JBR044 – Rapid Deployment Facility
Solicitation # W911KB29RWP01-A
The U.S. Army Corps of Engineers, Alaska District, is seeking market intelligence for two military construction projects at JBER-Richardson, Alaska, with a combined estimated target budget of approximately 182.5 million dollars. The first project, the Pallet Processing Facility (JBR041), has a target budget of 79.5 million dollars to create a 52,000 square foot, all-weather, 24-hour facility that will serve as the sole hazardous cargo processing point and consolidated alert final preparation and holding area at JBER. The second project, the Rapid Deployment Facility (JBR044), has a target budget of 103 million dollars and consists of a complex to support pre-deployment and redeployment for a Brigade Combat Team (Airborne), featuring a Passenger Shed for personnel processing and a Joint Inspection Facility equipped with vehicle inspection lanes, an indoor wash rack, and a covered defuel point. Both facilities require specialized cold climate design for Climate Zone 7, cybersecurity for four platforms, sustainability measures, and comprehensive site improvements including utilities and storm drainage. The anticipated period of performance spans fiscal years 2029 through 2032, with design starting in the first quarter of FY29 and a 24-month construction period beginning in FY30. This current action is a sources-sought effort to gather industry feedback on the most effective project delivery methods, such as CM@Risk or Design-Build, and to evaluate industry capabilities regarding arctic adaptation and schedule risks.

AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING
Solicitation # FA7037-21-S-C001
The Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance and Multi-Domain Innovation Division is soliciting innovative commercial capabilities through Commercial Solutions Opening FA7037-21-S-C001. The agency is seeking mature technologies and innovative services in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a specific goal of achieving a field demonstration within one year. The procurement process is divided into two phases: Phase I requires the submission of a quad chart and a white paper, while Phase II consists of full proposals by invitation only. Awards may be issued as traditional contracts or Other Transactions (OT), with potential funding ranging from 50,000 dollars to 50 million dollars over a period of performance lasting between one and five years. The evaluation process is based on technical merit, importance to agency programs, and fund availability, utilizing peer or scientific review to select offerors. Successful projects are expected to follow a structure of base period tasks to demonstrate feasibility, followed by option tasks for design, fabrication, testing, and evaluation. Because the work supports DoD ISR-Cyber capabilities, offerors must possess the necessary personnel and facility security clearances to handle classified work independently. All acquired technologies are treated as commercial items under 10 USC 3458 and DFARS 212.70. Submissions are managed by Carissa Heuertz, and the performance location is identified as San Antonio, Texas.
