Full Description

The Department of Defense (DoD) requires a transformative approach to Human Systems Integration (HSI) across multi-domain weapons, command-and-control (C2), and autonomous systems. Traditional HSI practices remain siloed, document-centric, and misaligned with rapid modern software delivery (DevSecOps) and modular open systems architecture (MOSA).
This Challenge invites industry, academic, and commercial partners to prototype and demonstrate an Agile, Telemetry-Driven, and Digital Engineering-Integrated HSI Framework. The objective is to replace retrospective human factors compliance reviews with continuous, quantitative, and predictive human-agent teaming assessments from early design through operational deployment.
The resulting framework should provide a common, quantitative, and repeatable approach to modeling human capabilities and measuring their impact on mission outcomes. By treating the human operator as a critical system component, the framework will enable evidence-based decisions across system design, acquisition, and operational training. Secondary to the expected level of operational impact, resulting framework will require Verification, Validation, and Analysis (VV\&A) processes and receive Operational Test certification and fielding recommendation.
## Problem Statement
Traditional defense acquisition treats HSI as a sequential stage-gate requirement governed by static standards (e.g., MIL-STD-1472, MIL-HDBK-46855). This model fails when applied to fast-paced modern capabilities, including:
1.      **Human-Machine & Human-AI Teaming (HMT/HAT):** Autonomous agents and AI decision-support tools dynamically shift workload, creating risks of cognitive overload, automation complacency, or catastrophic mistrust during contested operations.
2.      **Lagging Feedback Loops:** Human-in-the-Loop (HITL) assessments traditionally occur late in system development using physical mockups, making ergonomics, interface redesigns, and cognitive fixes cost-prohibitive.
3.      **Decoupling from Digital Engineering:** While hardware and software development utilize Model-Based Systems Engineering (MBSE) and digital twins, human physical and cognitive dynamics are rarely modeled in digital threads.
4.      **Talent & Training Disconnect:** Systems fielded with poor usability require excessive operator training, inflight remediation, and increased personnel footprints, directly impacting operational readiness.
## Overall Objective
To field a modular, scalable prototype that embeds continuous, real-time HSI evaluation into the digital engineering lifecycle, dramatically reducing fielding timelines while maximizing operator survivability, decision velocity, and cognitive endurance.

DRAFT-Rapid Expandable Modular SCIF Construction Project (REMS) for U.S. Pacific Command
Solicitation # 1fb5fee8-d3b0-42c4-a304-54bed06392a5
The Department of Defense is seeking a contractor to execute the Rapid Expandable Modular SCIF Construction Project for U.S. Pacific Command at Camp H.M. Smith, Hawaii. The project involves the design, fabrication, transport, and installation of a temporary, one-story prefabricated modular administrative Sensitive Compartmented Information Facility on a permanent concrete foundation. This facility must provide secure workspace with concurrent NIPRNET, SIPRNET, and JWICS access for an initial capacity of 140 personnel, with the engineering capability to expand to 229 personnel by Fiscal Years 2028-2029 without requiring de-accreditation or major reconstruction. The primary goal is to overcome the limitations of conventional site-built construction, which is often too slow and disruptive to meet evolving Top Secret/Sensitive Compartmented Information mission requirements. The selected solution must adhere to ICD 705, IC Technical Specifications, and applicable UFC criteria while addressing regional challenges such as seismic activity, high wind loads, salt-air corrosion, and termites. By validating a secure off-site fabrication and chain-of-custody process, this project aims to establish a repeatable business model for accelerating the delivery of accredited secure facilities across the Indo-Pacific theater.

AIR FORCE CRYPTOLOGIC OFFICE COMMERCIAL SOLUTIONS OPENING
Solicitation # FA7037-21-S-C001
The Air Force Cryptologic Office (AFCO) Cyberspace Intelligence Surveillance and Reconnaissance and Multi-Domain Innovation Division is soliciting innovative commercial capabilities through Commercial Solutions Opening FA7037-21-S-C001. The agency is seeking mature technologies and innovative services in Electromagnetic Warfare, Information Operations, and electromagnetic digital communications, with a specific goal of achieving a field demonstration within one year. The procurement process is divided into two phases: Phase I requires the submission of a quad chart and a white paper, while Phase II consists of full proposals by invitation only. Awards may be issued as traditional contracts or Other Transactions (OT), with potential funding ranging from 50,000 dollars to 50 million dollars over a period of performance lasting between one and five years. The evaluation process is based on technical merit, importance to agency programs, and fund availability, utilizing peer or scientific review to select offerors. Successful projects are expected to follow a structure of base period tasks to demonstrate feasibility, followed by option tasks for design, fabrication, testing, and evaluation. Because the work supports DoD ISR-Cyber capabilities, offerors must possess the necessary personnel and facility security clearances to handle classified work independently. All acquired technologies are treated as commercial items under 10 USC 3458 and DFARS 212.70. Submissions are managed by Carissa Heuertz, and the performance location is identified as San Antonio, Texas.
