The Directorate of Contracting at Fort Campbell, Kentucky, is seeking to procure Sniper Equipment Kits through a sole source contract with Horus Vision, located in San Bruno, California. The contract will be firm-fixed-price and supply-type, based on Horus Vision's patent ownership for the specialized reticle scopes used by the sniper rifles of the requiring unit. This exclusivity justifies the non-competitive procurement under statutory and federal acquisition regulations. The government requires nine units each of the H-25 Reticle Scope, H-39 Reticle Scope, Spotting Scope, and Tripod, as well as eleven units each of a PDA with sniper team software and case, and the sniper Kestrel Weather device. Additionally, a training course for 27 soldiers on the use of Horus equipment is included. This procurement falls under NAICS code 333314 for Optical Instruments, with a small business size standard of 500 employees. The acquisition will proceed using Simplified Acquisition Procedures without full and open competition but is unrestricted, meaning any potential supplier believing they can fulfill the requirements may submit written notification within 10 days of the synopsis date, supported by sufficient evidence of capability. Responses will be reviewed, but the Government reserves sole discretion on whether to open competition. If no suitable responses are received by the June 18, 2005 deadline, the award will be made directly to Horus Vision. Submissions should be sent via email or fax as per the instructions, and telephone inquiries are not permitted.
