Weapons Systems Integration Support Services (WSISS) VI

The Naval Air Warfare Center Weapon Division is seeking industry input through a Request for Information to transform Section 3.3 of the draft Statement of Work for the Weapons Systems Integration Support Services VI contract into performance-based metrics, in alignment with Executive Order 14402’s directive to prioritize fixed-price contracts and performance-based incentives. The solicitations is structured as a Total Small Business Set-Aside under NAICS code 336411, limiting eligibility to small businesses with fewer than 1,500 employees, and anticipates a single-award Indefinite Delivery, Indefinite Quantity contract with a five-year ordering period. The Government is actively evaluating potential fixed-price Contract Line Item Number structures and encourages industry to propose viable alternatives to cost-reimbursable models, with one-on-one engagements planned for promising submissions. Performance is centered on government facilities in China Lake, CA; Point Mugu, CA; and Eglin AFB, FL, covering five key areas including weapons and systems integration, software engineering, and aircraft modification support for platforms such as the F/A-18, F-35, EA-18G, AH-1, and unmanned systems, requiring approximately 4.7 million labor hours over the contract lifecycle. Contractors must possess a Top-Secret facility clearance with Secret storage capability and ensure all personnel maintain at least a Secret security clearance, with Top-Secret clearance required for certain roles. Compliance with cybersecurity standards is mandatory, including CMMC Level 2 certification verified every three years by an authorized C3PAO and annual affirmation of NIST SP 800-171 Revision 2 controls. The contract will require sustained staffing readiness, talent retention strategies to address challenges in remote locations, and the ability to support temporary overseas travel. While no formal evaluation factors, weights, or award basis have been finalized, the prior contract used a best-value tradeoff approach, and this solicitation may follow suit.
