Web-Based Clinical Decision Support and Training Platform Background and Purpose The New York State Office of Addiction Services and Supports (OASAS) is seeking proposals from qualified vendors to provide a web-based clinical decision support and training platform for its Division of Addiction Treatment Centers (DATC). DATC operates 12 State-operated Addiction Treatment Centers that provide inpatient and residential addiction treatment services. OASAS seeks a platform that will provide medical, nursing, and allied health staff with access to current, evidence-based clinical information, procedures, training resources, and related tools to support high-quality and consistent clinical care. The platform should assist OASAS in promoting evidence-based clinical practice, reducing variability in care, mitigating clinical risk, supporting staff education and competency, and maintaining compliance with applicable clinical standards. Scope of Work The selected vendor shall provide OASAS with a web-based clinical decision support and training platform accessible to appropriate staff across OASAS’s 12 Addiction Treatment Centers. At a minimum, the proposed solution should provide: Evidence-Based Clinical Content – Access to current evidence-based clinical information, procedures, protocols, or similar reference materials relevant to medical, nursing, allied health, and addiction treatment services. Clinical Procedures and Skills Resources – Step-by-step clinical guidance and/or skills resources that staff can readily access and use to support consistent clinical practice. Training and Staff Development – Online educational or training resources that support staff knowledge, competency, and professional development. Content Maintenance and Updates – Regular review and updating of clinical content to reflect current evidence-based practices, standards, and guidance. Vendors should describe the frequency and process used to review and update content. Assignment and Competency Tools – The ability to assign, manage, or track clinical training, procedures, skills, or competencies, where available. Patient Education Resources – Patient-facing educational materials or similar resources that clinical staff can use in support of patient care, where available. Utilization Reporting – Reporting capabilities that allow OASAS to monitor platform utilization. Vendors should describe available standard and customized reports, including the ability to report utilization by facility, user, content, assignment, and/or time period. Technical Assistance and Customer Support – Ongoing technical assistance and customer support throughout the contract term, including assistance with implementation, platform use, troubleshooting, and utilization. Account Management – Ongoing vendor support to assist OASAS in monitoring utilization, addressing implementation or adoption issues, and maximizing use of the platform across its 12 facilities. Customization – The ability to customize aspects of the platform, content, assignments, reporting, or other functionality to address OASAS operational and clinical needs. Vendors may identify additional features or services that they believe would benefit OASAS and its clinical workforce. Contract Term and Pricing OASAS intends to make one (1) award as a result of this procurement. Vendors shall provide separate pricing for: A one-year agreement; and A three-year agreement. For a three-year proposal, vendors must clearly identify the price for each year of the agreement and any annual price increases. Pricing should be inclusive of all costs necessary to provide the proposed services, including licensing/subscription fees, implementation, training, technical assistance, account management, reporting, customization, and any other applicable fees. The total value of the resulting agreement shall not exceed the applicable New York State discretionary purchasing threshold of $150,000 Minimum Eligibility Requirements To be considered for award, a vendor must: Offer an established web-based clinical decision support and/or training platform containing clinical content applicable to medical, nursing, allied health, and/or addiction treatment services; Demonstrate experience providing comparable services to healthcare, behavioral health, addiction treatment, or similar organizations; Provide ongoing maintenance and updates to the clinical content available through the platform; Provide technical assistance and customer support throughout the contract term; and Be able to provide access and services to OASAS’s 12 Addiction Treatment Centers. Timeline of Key Events Release Date: 9/21/2026Proposal Due Date: 10/13/2026Anticipated Award: 11/16/2026Anticipated Contract Start Date: 11/16/2026 OASAS reserves the right to modify this schedule as necessary. Proposal Requirements Vendor proposals should be concise while providing sufficient information for OASAS to evaluate the vendor’s ability to provide the requested services. At a minimum, proposals should include: · Vendor Qualifications – A description of the vendor’s qualifications and experience providing comparable clinical decision support and training platforms. · Proposed Solution – A description of the proposed platform and how it satisfies each component of the Scope of Work. Vendors should clearly identify any requested functionality that is not available through their proposed solution. · Clinical Content – A description of the clinical content available through the platform, including the types of professions and clinical settings supported and the process and frequency for reviewing and updating evidence-based content. · Implementation and Training – A description of the proposed implementation process, anticipated implementation timeframe, and training available to OASAS staff. · Technical Assistance and Account Support – A description of ongoing customer service, technical assistance, account management, and other support that would be available to OASAS. · Reporting and Customization – A description of standard and customized reporting capabilities, available utilization data, and platform customization options. · Cost Proposal – Separate pricing for a one-year and three-year agreement. The proposal must clearly identify all fees and, for the three-year option, the proposed cost for each contract year and any annual increases. · Additional Services or Functionality – Vendors may identify additional capabilities included in their proposed solution that they believe would benefit OASAS. Proposal Evaluation OASAS intends to make an award to the responsive and responsible vendor whose proposal is determined to provide the best value to the State. In making this determination, OASAS may consider factors including, but not limited to: Vendor qualifications and relevant experience; Breadth, quality, and applicability of available clinical content; Ability to meet the functional requirements described in the Scope of Work; Process for maintaining current evidence-based clinical information; Training, implementation, technical assistance, and ongoing customer support; Reporting, utilization monitoring, and customization capabilities; Overall usability and accessibility of the proposed platform; and Cost. OASAS reserves the right to request demonstrations, additional information, or clarification from vendors as part of its evaluation. Questions and Responses There will be no formal Question and Answer period. However, vendors may submit questions by email to purchasing@oasas.ny.gov OASAS will make reasonable efforts to respond to questions within two (2) business days. If OASAS determines that a question and response would be beneficial to all potential vendors, OASAS reserves the right to post the question and corresponding response on the New York State Contract Reporter. Submission Instructions Proposals must be submitted electronically to purchasing@oasas.ny.gov no later than 5pm EST on 10/13/2026. OASAS reserves the right to reject any or all proposals, request clarification or additional information, and make no award if it determines that an award would not be in the best interests of the State.
