This contract establishes an Indefinite Quantity Contract (IQC) aimed at providing stock replenishment support for military depots, specifically covering items managed by the Defense Logistics Agency (DLA) and the Department of Defense (DoD). The contract includes National Stock Numbers (NSNs) specified in the solicitation and may be expanded to include additional NSNs under the clause allowing additions or deletions. The only approved supplier for this procurement is Victor-Balata Belting Company (CAGE code 87679), with the primary item identified as a Webbing Assembly for Aircraft Arrest Barrier (NSN 1710-00-922-3787). The contract will run for a base period of three years, with two additional option years, not exceeding a total duration of five years. Offers will be evaluated based on multiple factors including price, delivery schedule, past performance, and socioeconomic considerations such as participation in the DLA Mentoring Business Program and AbilityOne Program. Although the solicitation does not include specifications or technical drawings, the procurement follows the authority to contract only with approved sources due to the government's lack of unrestricted technical data for these supplies. The contract is not set aside for any socioeconomic categories and invites all responsible sources to submit offers in English and U.S. dollars. Additionally, the contract may be subject to the Trade Agreements Act of 1979, and the government is not currently using commercial item acquisition policies for this procurement, though suppliers may express their interest in providing commercial items within 15 days of the notice.
