The contract solicitation SPE1C1-26-T-1149 seeks 3,000 yards of textile webbing identified by NSN 8305-00-270-1869 and part number PIA-W-5664, manufactured in accordance with the Parachute Industry Association specification PIA-W-5664C dated May 11, 2016. The webbing is a narrow, elastic fiber product composed of cotton, with a maximum weight of 0.73 ounces per linear yard, thickness between 0.016 and 0.046 inches, and a width of 1 inch plus or minus 0.06 inches. It is supplied on fiberboard spools containing 120 to 130 yards per roll, with no individual piece shorter than 2 yards, and must be labeled for fiber content in compliance with the Textile Fiber Products Identification Act. Each roll must also bear a tag identifying the specification, lot number, and date of manufacture, defined as the date of the final manufacturing process affecting its physical properties. All product lots require test reports or a Certificate of Compliance if the contract value is under $100,000, subject to approval by the Contracting Officer. The source of all component materials must be identified and cannot be altered without formal contract modification. Packaging must meet strict DLA and Department of Defense standards: each roll must be individually bagged, with intermediate and exterior containers conforming to MIL-STD-2073-1E and ASTM D5118M, respectively. Exterior boxes must be double-wall corrugated fiberboard, palletized with four-way entry pallets under MIL-STD-147E, and secured with approved commercial bonding materials. All packaging must be preserved using Method 10 – Clean and Dry, and fully labeled per MIL-STD-129R with lot number, NSN, contract number, and shipment identifier using pressure-sensitive labels in contrasting, permanent ink. Bar-coding using Data Matrix or linear codes is mandatory for DoD logistics tracking. Wood packaging materials must comply with ISPM 15 and bear an ALSC-approved HT or KD-HT mark. Testing must occur at ISO 17025-accredited laboratories approved by DLA, with the contractor responsible for identifying and certifying all test sites, including providing points of contact and ensuring testing
