This contract calls for the procurement of polyester low elongation textile webbing, specifically designed for use in aircraft safety belts and restraining harnesses. The webbing must conform to the specifications outlined in the Parachute Industry Association standard PIA-W-25361, Revision C, dated September 2016. Key physical characteristics include a green color (US Air Force 1531), twill cloth with a flat design, width around 1.72 inches, thickness between 0.060 and 0.085 inches, a minimum breaking strength of 6,000 pounds, and a weight not exceeding 2.30 ounces per linear yard. The textile is required to be abrasion resistant and treated with an approved resin finish, with finish approval managed by the US Army Natick Soldier Research, Development & Engineering Center. Rolls must be between 90 and 110 yards in length and come with specific identification tags providing detailed lot and manufacturing information. Strict quality assurance and testing protocols are mandated, including submission of test reports or, under certain financial thresholds, a Certificate of Compliance subject to contracting officer approval. The contractor is responsible for all inspections and tests, while the government reserves the right to conduct independent checks to ensure compliance. Packaging requirements include attachment of durable, clearly marked identification tickets on each roll, prohibiting handwritten notes and mandating water-insoluble ink. Any source material changes require prior approval through contract modification. Delivery is set at 20 days after order, with coordination required in advance for product sampling and testing at designated DLA laboratories. The contract is administered by the Department of Defense’s C and T Supply Chain office, with clear communication channels and compliance expectations detailed for the successful contractor.
