WEBSITE DESIGN, BUILD AND HOSTING SERVICES

The Truro and Penwith Academy Trust is seeking an experienced supplier under solicitation TPAT-036-2026 to design, build, and host websites for 41 schools. The objective is to establish a cohesive, trust-wide digital framework that ensures statutory compliance and effective oversight while remaining flexible enough to represent the unique identities and diverse needs of primary, secondary, and all-through schools. The selected provider must deliver a scalable solution capable of efficiently onboarding additional schools as the Trust expands. The estimated total value of the contract is 300,000 GBP excluding VAT, with a performance period estimated from April 1, 2027, to March 31, 2032, and a possible one-year extension to March 31, 2033. The procurement is conducted as a competitive flexible procedure in two stages. Initially, participants must submit a Pre-Qualification Questionnaire by November 27, 2026, after which up to four participants with the highest scores will be invited to tender. The final award will be determined based on a weighted evaluation consisting of price at 55 percent, qualitative technical questions at 40 percent, and contract amendments at 5 percent. Performance will be centered in Cornwall and the Isles of Scilly, and all submissions must be delivered electronically to the designated tender returns mailbox.
