Welding Contract

The Maryland Aviation Administration is soliciting competitive sealed bids under solicitation BWI27030M for on-call welding services at the Baltimore/Washington International Thurgood Marshall Airport and other campus locations. The scope of work includes maintenance and repairs for the main terminal, garages, skywalks, and various out-buildings. The contractor is responsible for providing all necessary tools, materials, equipment, and expertise. Key performance requirements include responding to service requests and scheduling site visits within one business day of notification. The contract will be awarded to the lowest responsive and responsible bidder. This is a Small Business Reserve procurement, meaning the award is limited to certified small business vendors registered in the eMaryland Marketplace Advantage (eMMA) system. Bidders must also be in good standing with the Maryland Department of Assessments and Taxation for awards exceeding 50,000 dollars and must provide employee welding certifications with their bid. Compensation is based on fully loaded straight-time and overtime hourly labor rates for a three-year period. Bids must be submitted via the eMMA portal by November 16, 2026, at 2:00 PM. Payment is governed by the State Finance and Procurement Article of the Annotated Code of Maryland, with invoices submitted electronically to the MDOT MAA Accounts Payable department.
