THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Bureau of Prisons has a future requirement for Welding Instructor Services for inmates at the Federal Correctional Complex (FCC) located in Lompoc, CA. The NAICS Code is 611210(Size Standard: $22.0 million). This solicitation is being issued as restricted to small businesses. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide services in accordance with the Statement of Work. The courses shall be instructed utilizing one (1) hour sessions of classroom instruction, with an estimated number of twenty-eight (28) instruction sessions per week. Typically, the contractor will provide services Monday through Thursday (excluding Federal holidays), between 7:30 am and 3:30 pm with a one-hour lunch break. Other days/hours may be implemented if necessary to meet program requirements, and these days/hours may be adjusted to meet the needs of the institution. Any breaks in service, including lunch breaks, will be unpaid. (Specific dates for the classes will be determined by the Supervisor of Education and the contractor.) Estimated annual sessions are approximately 1200 sessions per 12-month period and approximately 600 additional session for 6-months extension. The sessions are on a requirements basis; therefore, schedule and sessions can change. Registration fees, tuition, lab fees, test preparation, and any incidental fees, will be included in the contract price, including textbooks, and all other classroom materials. The Contractor must be a community or junior college staff listed in the directory entitled Accredited Institutions of Higher Education, Western Association of Schools and College. The Government contemplates awarding a requirements-type contract with firm-fixed unit prices resulting from the forthcoming solicitation. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The solicitation will be made available on or about September 30, 2019 and will be distributed solely through the Federal Business Opportunities website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be available. The site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through this site.
