The City of Gaithersburg is seeking proposals from a qualified research and evaluation firm to conduct the first systematic program evaluation of the Wells/Robertson House. Established in 1988, this 14-bed transitional housing facility provides abstinence-based recovery services, case management, and life-skills coaching to chronically homeless individuals. The primary goal of the evaluation is to identify the program's strengths and weaknesses and determine if it is achieving its intended impact on resident sobriety and self-sufficiency. The findings from this evaluation will be used to guide critical decision-making during a period of management transition and planned building renovations. Specifically, the City intends to use the data to inform potential redesigns of the program, adjustments to staffing levels, and overall service improvements. Interested parties must submit their responses by October 28, 2026, with all inquiries directed to the procurement office.

Full Description

The City of Gaithersburg (“City”) is accepting proposals from a qualified research and evaluation firm to perform a program evaluation of its Wells/Robertson House transitional housing program and identify strengths, weaknesses, and potential areas for further program development and improvement. The City established the Wells/Robertson House in 1988 to provide transitional housing and wraparound services to chronically homeless individuals in recovery from addiction. The program has 14 beds and can house residents for up to two years during which they participate in a structured, abstinence-based program to obtain sobriety, become financially self-sufficient, and secure permanent housing. The program has 24-hour staff who provide case management, medication management, and life-skills coaching to residents. The Wells/Robertson House is a program of the Homeless Services Division, under the Community, Neighborhood, and Housing Services Department. The City has never performed a systematic program evaluation of the Wells/Robertson House to determine whether this program is achieving its desired impact. The Homeless Services Division is undergoing a change in management and is also preparing to undertake a renovation and potential redesign of its building. The City will use the findings of this evaluation to inform potential changes to staffing levels, program design, and additional program development that could be aided by renovations to the Wells/Robertson House building.
